Natural gas power generation and natural gas distributed energy may develop rapidly

A few days ago, the National Development and Reform Commission issued the "Opinions on Accelerating the Utilization of Natural Gas" (hereinafter referred to as the "Opinions"), which proposed to gradually cultivate natural gas into one of the main energy sources of my country's modern clean energy system. The proportion in the consumption structure is strived to reach about 10%, and the effective working gas volume of underground gas storage is 14.8 billion cubic meters. By 2030, strive to increase the proportion of natural gas in primary energy consumption to about 15%, and the effective working gas volume of underground gas storage will be more than 35 billion cubic meters.
In the critical period of my country's natural gas reform, the promotion of natural gas utilization is another major "power sail" to accelerate the maturity of my country's natural gas market.
The "Opinions" specify four key tasks: first, to implement urban gas projects; second, to implement natural gas power generation projects; third, to implement industrial fuel upgrade projects; and fourth, to implement transportation fuel upgrade projects.
Li Yinghua, deputy director of the Petroleum and Natural Gas Department of the National Energy Administration, said at a press conference held by the National Energy Administration on the 21st that in order to promote the utilization of natural gas in the above four fields, 13 ministries and commissions have worked closely together to systematically improve the supporting policies for promoting natural gas utilization. Li Yinghua introduced that the policy focus mainly includes five aspects: strengthening the hard constraints of environmental protection; deepening the reform of gas prices; improving the construction of the natural gas market system; improving industrial policies; and promoting pilot demonstrations.
The "Opinions" require to improve the natural gas price mechanism. First, deepen the reform of natural gas prices, promote the market-oriented reform of non-residential gas prices, and further improve the residential gas pricing mechanism. The second is to improve the natural gas power generation price mechanism, improve the gas and power price linkage mechanism, and actively take measures such as financial subsidies to ease the contradiction between natural gas power generation prices where conditions permit. With the advancement of the power system reform process and the further promotion of the power auxiliary service market, the marketization of natural gas power generation prices will be promoted.
The "Opinions" also pointed out that local governments, financial institutions, and enterprises should be supported to innovate cooperation mechanisms and investment and financing models on the basis of risk prevention, innovate and flexibly use various financial instruments such as loans, funds, bonds, leasing, and securities, and increase natural gas investment. Financing support in the field of utilization and infrastructure construction and operation. Strengthen financial services for private investment, actively promote public-private partnership (PPP) and other methods, and attract private capital to invest in, build, and operate natural gas infrastructure. In the field of clean energy utilization and air pollution control, support the first trial of financial support policies in key regions such as Beijing, Tianjin, Hebei, Shanxi, Shandong and Henan.
